A graduate of Girton College Cambridge, Elizabeth (Liz) Bosher joined the Administrative Service of the former Hong Kong Government in 1972. Prior to leaving the civil service in 1996 she held a number of senior posts including (from 1990-95) the post of senior Deputy Secretary in the former Economic Services Branch. Her wide-ranging responsibilities encompassed aviation policy, including the functioning of the Hong Kong Civil Aviation Department, negotiation of bilateral air services agreements and planning for the construction and commissioning of the new Hong Kong International Airport at Chek Lap Kok.

On leaving the civil service Liz was appointed as an executive director in the Airport Authority Hong Kong and was closely involved in preparations for opening of the new airport and the transfer of airport operations from Kai Tak to Chek Lap Kok in July 1998.

Liz joined leading US based aviation consulting firm, Landrum & Brown, in 1999. Since then she has been involved in a wide range of business development and airport and airline planning assignments in Hong Kong, Mainland China and the Asia Pacific Region. In her personal capacity Liz is Director General of the Aerospace Forum Asia: a non-profit association of industry professionals dedicated to promoting wider understanding in the Asia Pacific region of the importance of the aerospace and aviation industries. She was appointed to the Hong Kong SAR Government Aviation Development Advisory Committee in August 2005.
